Europe seeks digital independence in an era of geopolitical uncertainty
European companies and institutions are under increasing pressure to ensure control over their data and digital infrastructure. This trend is fuelled not only by legislative requirements such as GDPR and NIS2, but also by concerns about geopolitical risks and dependence on foreign cloud providers. Around half of European companies use the services of giants such as AWS, Microsoft or Google. However, the White House’s actions may limit the availability of these services.
Time for the EU to get rid of the technological reins
Data sovereignty and technological independence from the US tech giants is beginning to be expressed in similar terms as energy self-sufficiency. It is a strategic pillar of the modern economy, but also of security. Dependence on American cloud services brings specific threats that can seriously jeopardise the functioning of European companies and state organisations.
- Rising technology costs: the introduction of US tariffs, such as 50% on EU imports, could significantly increase the cost of cloud services, hardware and software. This would strain companies’ budgets, reduce their competitiveness and force them to look for alternatives, which could lead to substantial economic losses.
- Legal and regulatory uncertainty: the US CLOUD Act allows authorities to access data managed by US technology companies. This is regardless of whether the data is physically stored in the US or elsewhere (e.g. in the EU). If you use a cloud service managed by a company with US legal jurisdiction, then under US law the authorities there can request to share your data.
- Critical infrastructure outages: geopolitical tensions, cyber-attacks or physical damage to data centres outside the EU can cause temporary unavailability of key services such as authentication systems, AI models or data stores. These outages can disrupt business processes, cause financial losses and damage the reputation of companies.
- Restrictions on access to technology: In the event of escalating trade disputes, sanctions, or legal non-compliance, U.S. technologies, including cloud platforms and advanced LLM models, could be restricted or blocked entirely for European users. Companies would have to quickly switch to alternative solutions, with high costs and risk of disruption.
Just as dependence on energy imports threatens economic stability, dependence on foreign clouds exposes companies to risks that can destabilize their digital operations. Switching to local providers is therefore a strategic step to ensure resilience and independence. US tech giants are taking this situation into account and, for example, AWS is building a European cloud in Germany that will be completely independent of the US.
